Need cash fast?

I can't get cash advance from an atm. I recently changed my pin on my card, like yesterday. Does that have anything to do with it. Does it usually take time to process that. I also just recently got a new card in the mail because mine was damaged. Can that also affect me not getting cash from the atm. How long do I have to wait for that? I have a visa chase card.
By the way, i do have credit on my card for cash advance.
